Let \(S\) be a locally compact Hausdorff semitopological semigroup, \(M(S)\) be the set of all bounded regular Borel measures on \(S\), and \(M_0(S)\) be the set of probability measures on \(S\). It is known that \(M(S)\) is a Banach algebra with total variation norm and convolution as multiplication. Let \(M(S)^*\) be the dual space. For \(f\in M(S)^*\) and \(\mu, \nu\in M(S)\) let \(\langle f\mu,\nu\rangle:=\langle f,\mu\ast\nu\rangle\), then \(f\mu\in M(S)^*\). A functional \(m\in M(S)^{**}\) is called a mean on \(M(S)^*\) if \(\|m\|=1\) and \(\langle m,f\rangle\geq 0\) where \(f\in M(S)^*\) and \(f\geq 0\). A mean \(m\) is said to be topologically left invariant if \(\langle m,f\mu\rangle=\langle m, f\rangle\) where \(f\in M(S)^*\) and \(\mu\in M_0(S)\). In the paper under review the author obtains a necessary and sufficient condition for \(M(S)^*\) to have a topologically left invariant mean.
