    Suppose \(S\) is a \(\text{VII}_0\) surface with a global spherical shell. The present paper gives (without detailed proofs) a necessary and sufficient condition for the tangent bundle \(\Theta_S\) to be stable. The definition of stability depends on the choice of a Gauduchon metric; but surfaces for which \(\Theta_S\) is stable for all Gauduchon metrics and surfaces where it is stable for no Gauduchon metric are both exhibited. By constructing a suitable family over \({\mathbb P}^1\), whose fibres at \(0\) and \(\infty\) are Inoue-Hirzebruch surfaces, the author also shows that for every \(n\geq 1\) there is an Inoue-Hirzebruch surface \(S\) with \(b_2(S)=n\) such that \(\Theta_S\) is unstable for all Gauduchon metrics.
