Let \(M\) be a Lipschitz manifold, and \({\mathcal H}_{\text{LIP}}(M)\) be the identity component of the group of the Lipschitz homeomorphisms with compact support with respect to the compact open topology. In addition, let \({\mathcal H}_{\text{LIP}}(M, N)\) be the identity component of the subgroup \({\mathcal H}_{\text{LIP}}(M)\) consisting of maps that are identity on \(N\), where \(N\) is a proper Lipschitz submanifold. A main aim of this paper is to show that the groups \({\mathcal H}_{\text{LIP}}(M, N)\) or other related groups are perfect. Here we say a group \(G\) is perfect, if and only if \(G\) is just equal to the commutator subgroup. First the authors show the result, when \(M= \mathbb{R}^n\) and \(N= \{0\}\), using a fragmentation lemma. The idea of the proof comes from the fact that each map in \({\mathcal H}_{\text{LIP}}(\mathbb{R}^n,0)\) has a decomposition to a product of maps supported in the disjoint union of small balls accumulating to the origin \(0\). Then they get the above result and extend it to a more general one. In the second part of this paper, they study commutators of equivariant Lipschitz homeomorphisms and their orbifolds, and they have the same kind of the results on perfect groups. The final section is devoted to the application of these result to foliations \({\mathcal F}\) of \(C^1\) manifolds \(M\) and they show that the identity component \({\mathcal H}_{\text{LIP}}(M,{\mathcal F})\) of the subgroup of \({\mathcal H}_{\text{LIP}}(M)\) consisting of \({\mathcal F}\)-preserving maps is perfect. For Part I, see ibid. 53, 501--511 (2001; Zbl 0997.58003).
