In a paper published in 1924 \textit{N. Wiener} gave a necessary and sufficient condition for the regularity of a boundary point with respect to the Laplace operator. Later, \textit{V. G. Maz'ya } and \textit{T. Donchev} [C. R. Acad. Bulg. Sci 36, 177--179 (1983; Zbl 0581.31004)] extended the sufficiency part from Wiener's result to the polyharmonic operator \((-\Delta)^m\), \(m\) integer and belonging to \([\frac{n}{2}-1, \frac{n}{2}]\), \(n\) being the dimension of the space on which the operators act. In the paper under review, it is proved that the Wiener-type condition \(\sum_{k=0}^\infty{2^{(n-2\mu)k} \text{cap}_{\mu}(B(2^{-k}\backslash\Omega)})=\infty\) is sufficient in order that the point \(0\in\partial\Omega\), \(\Omega\) a domain in the Euclidian space, is regular with respect to \((-\Delta)^\mu\), \(\mu\in[0,1]\cup[\frac{n}{2}-1,\frac{n}{2}]\). Here, \(B(r)\) is the closed ball of radius \(r\) centered in \(0\) and \(\text{cap}_{\mu}(e)\) is the \(\mu\)-harmonic capacity of the compact set \(e\). As in the case of \textit{V. G. Maz'ya} and \textit{T. Donchev's} paper, the proof uses a weighted positivity property. It is proved that this property holds for \(\mu\) as above, but does not hold if \(2\mu^2\leq(\mu-1)n\).
