    Let \(G\) be a connected linear algebraic group acting rationally on an affine variety \(V\) defined over an algebraically closed field of characteristic zero. Let \(\mathcal O\) be a \(G\)-orbit and let \(G_v\) be the isotropy subgroup of some \(v \in \mathcal O\). Let \(G'\) be a closed normal subgroup so that \(G/G'\) is a torus. Then the following are equivalent: 1.~\(\mathcal O\) decomposes into infinitely many \(G'\)-orbits. 2.~There is a nontrivial character \(\chi \in X(G)\) that vanishes on both \(G_v\) and \(G'\). 3.~There is a nontrivial character \(\chi \in X(G)\) that vanishes on \(G'\) and a nonconstant rational function \(f\) on \(\mathcal O\) so that \(f(g\cdot w)=\chi(g)f(w)\) for \(g \in G\), \(w \in \mathcal O\).
