\textit{J. F. Davis} and \textit{W. Lück} [K-Theory 15, 201--252 (1998; Zbl 0921.19003)] based their construction of a Baum-Connes map on a functor from the category of small \(C^{*}\)-categories to an appropriate category of spectra. Later Davis and Lück realized that some statements of \textit{Z. Fiedorowicz} [Geom. Appl. Homotopy Theory I, Proc. Conf., Evanston 1977, Lect. Notes Math. 657, 163--169 (1978; Zbl 0404.18010)] that they had relied on had been shown by \textit{R. W. Thomason} [Proc. Am. Math. Soc. 80, 569--573 (1980; Zbl 0469.18008)] to be incorrect. The paper under review fills the gap thus created by: using a generalization of Hilbert \(C^{*}\)-modules to define \(K\)-theory groups for small \(C^{*}\)-categories; defining from the category of small \(C^{*}\)-categories to the category of \(C^{*}\)-algebras a functor that induces an isomorphism on \(K\)-theory; and defining from the category of \(C^{*}\)-algebras to the category of symmetric spectra a functor that represents \(K\)-theory. The composition of the two functors is a functor satisfying the properties required by Davis and Lück. Such a functor can also be constructed using the results of \textit{P. D. Mitchener} [K-Theory 24, 157--201 (2001; Zbl 1014.46044)].
