    As in the authors' paper [``On a theorem of Kontsevich'', Algebr. Geom. Topol. 3, 1167--1224 (2003; Zbl 1063.18007)], this paper studies the graph chain complex construction of Kontsevich which, as a somewhat generalized functor, \textit{E. Getzler} and \textit{M. M. Kapranov} [``Modular operads'', Compos. Math. 110, No. 1, 65--126 (1998; Zbl 0894.18005)] called the Feynman transform. It is the image of this functor that the current paper shows possesses the rich structure of a bracket and cobracket making it a Batalin-Vilkovisky algebra. These new operations are shown to vanish on passing to homology. While not generally satisfied on the full complex, the Lie bialgebra axioms are valid on the induced structure of suitable sub- or quotient complexes [see also \textit{J. Conant, F. Gerlits} and \textit{K. Vogtmann}, ``Cut vertices in commutative graphs'', Q. J. Math. 56, No. 3, 321--336 (2005)] carrying the same homology.
