The authors apply the method by Kozai [\textit{Y. Kozai}, Astron. J. 67, 591-598 (1962)] for secular perturbations of asteroids with high inclination and eccentricity to the case where the disturber is an outsider of the disturbed body. First, the authors give an analytical solution for the eccentricity, inclination, and argument of pericenter with the use of Jacobi elliptic functions. Then they obtain Fourier expansions for the longitude of the node and mean anomaly. Finally, the method is applied to the motion of Nereid, a highly eccentric satellite of Neptune, and to the newly discovered retrograde satellites of Uranus.
