      The author presents an introduction and a well presented assessment of the title problem. Accuracy and solution convergence are analyzed in the light of numrical experiments for 2-D Laplace's equation. The regular (soure point outside the domain) integral equations obtained using the point source and the dipole fundamental solutions are discussed.
