Let \(C_n\) denote the cyclic group of \(n\) elements and let \(X\) be a space. The cyclic construction of order \(n\) is the space \(C_nX: =EC_n\times X^n\) of \(C_n\)-homotopy orbits of the cartesian product \(X^n\) on which \(C_n\) acts by cyclic permutation of the factors. The author defines when \(m=2^k\) and with coefficient ring \(F_2\), an endofunctor on the category \(U\) of unstable modules over the Steenrod algebra, \(A\), such that there exists a natural isomorphism \(H^*C_m X\cong C_mH^*X\). The higher diagonal map \(\Delta_k: BC_m \times X\to C_mX\) extends to a natural morphism in \(U\), \(\delta_k\) \(C_m(k)\to H^*(C_m) \otimes K\) for any unstable algebra \(K\). The author finds formulas for \(\delta_k\) in terms of Steenrod squares. By analyzing its \(A\)-linearity he finds relations which are similar to Adem relations.
