    Let \(\chi_D\) be the Jacobi character to the discriminant \(D\), and let \(L(s, \chi_D):=\sum_{n\geq 1}\chi_D (n)n^{-s}\) be the associated Dirichlet L-series. For \(1/2<\sigma_0:=\Re s_0<1\), \textit{L. A. Takhtadzhyan} and \textit{A. I. Vinogradov} [Proc. Steklov Inst. Math. 158, 47-71 (1983; Zbl 0523.12011)] proved the asymptotic formula \[ \sum_{0>D\geq-x}L(s_0, \chi_D)=c_1(s_0)x+c_2(s_0)x^{3/2-s_0}+O(x^{3/4-\sigma_0/2}\log^3 x) \] with explicitly given constants \(c_1(s_0)\), \(c_2(s_0)\). In the paper under review, the author defines the useful auxiliary Dirichlet series and in Theorem~1.1 proves a truncated Voronoi sum formula for its coefficients. From this he derives: Theorem 1.2: For \(1/2\leq\sigma_0<1\) and \(j\in\{1,2\}\), \[ \sum_{|D|\leq x, D(-1)^{j-1}>0} L(s_0, \chi_D)=M(x)+O_\epsilon (x^{\rho+\epsilon}), \tag{*} \] where \[ \rho= \begin{cases} 1/2+3\sigma_0(1-\sigma_0)/8\over\sigma_0+1 & \quad \text{for} \;\sigma_0\geq(\sqrt{89}-3)/10 \\ 1-\sigma_0 & \quad\text{for} \;\sigma_0<(\sqrt{89}-3)/10.\end{cases} \] Here \(M(x)\) is the explicitly given main term. In Theorems~1.3-1.5 he investigates the almost periodicity, the existence of the limit measure and the quadratic mean of certain functions of coefficients of the mentioned auxiliary Dirichlet series. In Theorem~1.6 an upper bound for the quadratic mean of the remainder in (\(*\)) is obtained.
