Parts II and III see Russ. Math. 43, No. 7, 27--38 (1999); translation from Izv. Vyssh. Uchebn. Zaved., Mat. 1999, No. 7, 30--41 (1999; Zbl 1049.35072) and Russ. Math. 43, No.11, 47--57 (1999); translation from Izv. Vyssh. Uchebn. Zaved., Mat. 1999, No.11, 50--59 (1999; Zbl 1049.35073). It is proposed some alternate version for the theory of PDE linear systems which is based on the notion of \(\varphi\)-distributions. Here \(\varphi = \{\varphi_k\}\) is some sequence of smooth functions. In particular, if \(\{\varphi_k\}\) is a basis in Hilbert function space, then the space of \(\varphi\)-distributions is the algebraic dual space to the (algebraic) linear hull \(L_\varphi\) of \(\{\varphi_k\}\). Periodic problems are the main applications. Reviewer's remark: The work starts from criticism directed against standard theory of distributions. It is not justified: the authors' specific counterxamples (PDE and ODE) are well-known and can be solved by correct choice of test function spaces. Moreover, if \(L_\varphi\) be endowed with the evident inductive limit topology, then \(\varphi\)-distributions turn into some version of present general theory of distributions. Nevertheless \(\varphi\)-distributions are useful for periodic problems.
