From author's summary: ``A natural question arises: Whether surfaces different from the Liouville ones exist for which the equations of geodesics also admit a quadratic first integral? Obviously, the fundamental form of such a surface cannot be positive definite. In addition, its characteristic equation may have both complex conjugate roots and one but multiple real root, which cannot take place in the case of the Liouville surfaces. This article is devoted to the solution of the problem indicated above. As a generalization of the results obtained, we construct the Weyl surfaces [see \textit{A. P. Norden}, Affinely connected spaces. 2nd ed. Nauka, Moscow (1976; Zbl 0925.53007)] for which the equations of geodesics admit a quadratic fractional first integral [see \textit{N. M. Pisareva}, Mat. Sb., Nov. Ser. 36(78), No. 1, 169-200 (1955; Zbl 0067.39901)]''.
