The author considers additive functions on rational numbers. Given a sequence \((f_x)\), \(x=1,2,\dots\) of functions, the distribution of \(f_x\) is taken on the set \[ Q_x = \{m/n: m\leq n\leq x, (m,n)=1 \}. \] The functions \(f_x\) are assumed to be strongly additive, which means that \(f(p^k)=f(p)\), \(f(p^{-k}) = f(p^{-1})\) for all \(k>1\), and to satisfy \(f(p^{\pm 1})\in \{0, 1\}\), which is a severe restriction. In this setting a necessary and sufficient condition is found for the convergence of the distributions to the Poisson law. This is analogous to what the author proved for ordinary additive functions [Lith. Math. J. 35, 300-308 (1995; Zbl 0865.11056); 36, 314-322 (1996; Zbl 0886.11050); 38, 373-390 (1998; Zbl 1085.11502)].
