The author considers an orientable singular foliation with a totally disconnected set of singularities on a closed orientable surface. The flow is described on some neighborhood of an orbit satisfying a certain condition, which generalizes results of \textit{G. Levitt} [Ann. Inst. Fourier 32, No. 2, 179-217 (1982; Zbl 0454.57015)]. With more detail, a leaf is called of type (P) if it is proper and one of its limit sets (\(\alpha\)-limit or \(\omega\)-limit) is a singular point. Also, a leaf \(L\) is said to satisfy the \(H\)-condition if, for every sequence \(G_n\) of leaves of type (P) that converges to \(L\), we have \(L\subset\overline{G_n}\) for \(n\) large enough. When \(L\) satisfies the \(H\)-condition, the following descriptions are established. First, if \(L\) is exceptional, then there is a connected open invariant neighborhood \(V\) of \(L\) such that \(L\subset\overline{G}\) for every leaf \(G\) in \(V\); in fact, \(\overline{L}\) is one of the limit sets of \(G\). Second, if \(L\) is neither compact nor of type (P), then, for any leaf \(O\) in any limit set of \(L\), there is a connected open invariant neighborhood \(W\) of \(L\) such that \(O\) is contained in the same type of limit set of any leaf in \(W\). These results have several consequences. In particular, there are some specially interesting applications to the relation between transverse invariant measures and the cohomology of degree one of the surface.
