This paper considers localizations of unstable algebras over the Steenrod algebra with respect to multiplicatively closed subsets. Such localizations naturally inherit an action of the Steenrod algebra but, in general, not an unstable action. Three objects, primarily, are studied: an unstable algebra \(A\), its localization \(B\) (with respect to a given subset) and the integral closure \(\bar{A}\) of \(A\) within \(B\). The author then gives a thorough study of the relation between three conditions: 1) \(A\) is Noetherian, 2) \(\bar{A}\) is Noetherian, and 3) \(\bar{A}\) is the unstable part of \(B\).
