Let \(\Omega \) be a bounded open set in the plane with regular boundary \( \partial \Omega \). Let \(\Omega \) is divided into two subsets having the common fractal boundary \(K\) (the Koch curve). The author looks for a weak solution \(u\) of the Poisson equation in \(\Omega \backslash K\) with the boundary condition \(u=0\) on \(\partial \Omega \) and the transmission condition \(C\Delta _{K}u=[\frac{\partial u}{\partial n}]_{K}\), \([u]_{K}=0\) on \(K\), where \(C>0\), \(\Delta _{K}\) is the Laplace operator on \(K\), \([f]_{K}\) denotes the jump of \(f\) across \(K\). The author proves existence and uniqueness of the problem in a suitable space using the variational statement. The crucial part of the paper consists of the definition of the normal derivative on the nowhere smooth curve \(K\). It is defined as a linear functional on a Besov space by the Gauss-Green formula. The paper does not contain references to other important works devoted the same problem. See for instance, \textit{J. Harrison}, Flux across nonsmooth boundaries and fractal Gauss/Green/Stokes' theorems [J. Phys. A, Math. Gen. 32, No. 28, 5317--5327 (1999; Zbl 0944.39006)].
