Linear, continuous-time, finite-dimensional control systems with constant coefficients are considered. Using algebraic methods, a design algorithm for dynamic observers is proposed and discussed. This algorithm utilizes output feedback controller design methodologies and requires stabilizability and detectability of the dynamical system. The proposed dynamic observer can be considered as an extension of the usual observer. The paper contains a numerical example which illustrates theoretical considerations. Moreover, many remarks and comments on observer design methods are presented. Finally, it should be pointed out that similar considerations can be found for example in [\textit{J. K. Park}, The concept and design of dynamic state estimation, in Proc. Am. Control Conf., San Diego, USA, 2412-2416 (1999)] and in the monograph [\textit{C. T. Chen}, Linear system theory and design, Holt, Rinehart and Winston, New York (1984)].
