    The authors consider the following boundary value problem on the electric potential \(\phi\) depending on the variables \(r\) and \(z\) of the cylindrical coordinate system. The function \(\phi\) satisfies the Laplace equation in the domains \(z>H\), \(0<z<H\) and \(z<0\). The function \(\phi\) satisfies conjugation conditions on \(z=H\) and \(z=0\), for instance, \(\lim_{z\to 0^-} \phi = \lim_{z\to 0^+} \phi\) and \(\varepsilon_1 \lim_{z\to 0^-} \frac{\partial \phi}{\partial z} = \varepsilon_2 \lim_{z\to 0^+} \frac{\partial \phi}{\partial z}\), where \(\varepsilon_j>0\) denote the dielectric constants. It is assumed that \(\phi\) has an isolated singularity at the point lying on the \(z\)-axis in the middle layer. The authors solve the problem in closed form by application of the Hankel transform.
