      The authors prove the existence and uniqueness of local in time strong solutions to the Navier-Stokes system with arbitrary initial data and external forces in the scale invariant homogeneous Besov spaces. Their method is based on the maximal Lorentz regularity theorem of the Stokes equations in the homogeneous Besov spaces. These constructions can be applied to singular data such as the Dirac measure and the single layer potential supported on the sphere. Under smallness assumptions on the data, the local solutions can be extended globally in time. These solutions belong to the Serrin class in the usual Lebesgue spaces.
