The author proves the strong Harnack inequality of solution to heat equation associated with time dependent nonsymmetric bilinear forms. We recall that on some metric measure spaces, sharp two-sided bounds of Gaussian type for the transition density of a diffusion process can be characterised by the parabolic Harnack inequality. Moreover, parabolic Harnack inequality can be characterised by geometric conditions, namely the volume doubling properties and the Poincaré inequality. This result was first proved on complete Riemannian manifold by Saloff-Coste and Grigor'yan. In this paper the author is interested to prove the Harnack inequality under minimal assumptions on the metric of the underlying Dirichlet space. Here the Dirichlet space is assumed to satisfy the volume doubling properties, the Poincaré inequality and a cutoff Sobolev inequality. The metric is not required to be geodesic. As by-products, the author proves a weighted Poincaré inequality and lower bounds for non-symmetric heat kernels.
