    The authors study the proportion $\mathrm{csd}(G)$ of pairs of cyclic subgroups $(H,K)$ of a group $G$ such that $HK=KH$. They calculate $\mathrm{csd(G)}$ for some families of groups. The most significant result is that if $\mathrm{csd}(S)>41/49$ for all sections $S$ of $G$ then $\mathrm{csd}(S)=1$. This is similar to the classical result that if the probability that two elements in a group commute is at least $5/8$ then the group is abelian.
