The author considers the abstract Euler-Poisson-Darboux equation \[ u''(t)+\frac{k}{t}u'(t)=Au(t) \] on the half-line, where \(k<0\) is a parameter and \(A\) is a closed linear operator with dense domain on a Banach space, with inital conditions of the form \[ u(0)=0,\quad \lim_{t\to 0+} t^ku'(t) = u_1. \] The main result is a criterion for the uniform well-posedness of this Cauchy problem in terms of an estimate for the norms of the fractional powers of the resolvent of \(A\) and its derivatives. The solutions to the problem are given in terms of operator Bessel functions with negative index. It is a follow-up paper of [the author and \textit{O. A. Pokruchin}, Differ. Equations 52, 39--57 (2015; Zbl 1345.35069)] and [the author, ibid. 53, 864--878 (2017; Zbl 1382.34065)].
