The author establishes the validity of the Ruelle inequality for the geodesic flows in noncompact manifolds. In this way the Ruelle inequality is extended to the case of pinched negative curvature manifolds with dimension at least two. An important result in the paper is that the measure-theoretic entropy for Lipschitz dynamics can be obtained by maximizing local entropies over compact sets. This is done by proving that if \(T:M\to M\) is a continuous map of a complete Riemannian manifold \(M\) and \(\mu\) is an ergodic \(T\)-invariant measure then \(h_\mu(T)\leq \underline{h_\mu}^{\mathrm{loc}}(T)\), where \(\underline{h_\mu}^{\mathrm{loc}}(T)\) is the local Brin-Katok entropy. When the map \(T\) is Lipschitz there holds \(h_\mu(T)=\underline{h_\mu}^{\mathrm{loc}}(T)\). From this it can be proved that \(h_\mu(T)\) can be obtained maximizing over all the compacts subsets \(K\) of \(M\) the essential supremum, over the points \(x\) such that \(T^n(x)\in K\), of the growing rate of \(\mu(B_{n,\varepsilon}(x))\), with \(B_{n,\varepsilon}(x)\) the dynamical ball for \(T\). Then, for negative curvature Riemannian manifolds, it is introduced a measure-theoretic entropy \(h_\mu^{\mathcal L}(T)\), given taking the supremum over compact subsets of the essential supremum, with respect to the measure \(\mu\), over the points \(x\) of the growing rate of volume for the ball \(B_{n,\varepsilon}(x)\). A key result is a theorem presented in [\textit{F. Paulin} et al., Equilibrium states in negative curvature. Paris: Société Mathématique de France (SMF) (2015; Zbl 1347.37001)], which establishes the existence of Gibbs states for the so-called geometric potential associated to the geodesic flow in a negative curvature manifold \(M\). Such a state is the Liouville measure on the unit bundle tangent \(T^1M\). The main result of the article is: let \(g:M\to M\) be a geodesic flow in a pinched negative curvature manifold \(M\) with dimension at least two, let \(\lambda_1(v),\lambda_2(v),\dots,\lambda_{k(v)}(v)\) be the Lyapunov spectrum corresponding to a decomposition of \(T_VT^1M\) in subspaces \(E_i(v)\), \(i=1,2,\dots,k(v)\). Then for an ergodic \(g\)-invariant measure \(\mu\) the following holds \[ h_\mu(T)\leq\int\sum\limits_{\lambda_j>0}\dim E_j(v)\lambda_j(v)d\mu(v). \]
