In this paper the authors study the structure of the Kauffman bracket skein algebra (KBSA) of a punctured surface $F$ at the $n^{\text{th}}$ root of unity such that $n$ is \textbf{not} $\equiv 0\pmod 4$, $K_{\zeta}(F)$. The authors focus on surfaces of negative Euler characteristic that have at least one puncture. More precisely, they give a criterion that characterizes when a collection of skeins forms a basis of a localized Kauffman bracket skein algebra over an extension of the localized characters, and as a result the authors show that $K_{\zeta}(F)$ is a vector space and compute its dimension. Finally, the authors construct a decomposition of the localized KBSA of a punctured surface as a tensor product over the localized center of two commutative subalgebras.
