The author generalizes the Arzelà-Ascoli theorem in the setting of uniform spaces. Precisely, the author characterizes compact subsets of \(C(X;Y)\) with the topology of uniform convergence (rather than uniform convergence on compacta), where \(X\) is a locally compact Hausdorff space, while \(Y\) is a Hausdorff uniform space. To this aim, he introduces the notion of the extension property which, similarly as equicontinuity, equates different topologies on \(C(X;Y)\). Moreover, the author presents two possible applications in the setting of the theory of distributions.
