This paper is part of the overall project of Barnes, Greenlees, Shipley and the author to provide algebraic models for rational \(G\)-spectra for compact Lie groups \(G\). In this particular instance, the author gives an algebraic model for rational \(G\)-spectra over \(H\), i.e. rational \(G\)-spectra whose geometric isotropy group is \(H\), for \(H\) exceptional. The definition of ``exceptional'' is technical, so we shall not repeat it here, but it leads to some very nicely behaved constructions in this context. As many compact Lie groups (e.g. SO\((3)\)) contain such exceptional subgroups, this result provides an essential piece of understanding rational \(G\)-spectra in general.
