A toric arrangement is a finite collection of codimension one subtori in a torus. The \(f\)-vector of a toric arrangements satisfies Euler's Formula: \(\sum_i (-1)^if_i=0\), but numbers satisfying Euler's Formula do not necessarily make an \(f\)-vector of a toric arrangement. The paper characterizes the \(f\)-vectors of toric arrangements in a 2-dimensional torus. Some results are given for higher genus surfaces.
