The authors investigate the mathematical model of coupling flow of fluids and polymers. In this model, a polymer is considered as an ``elastic dumbbell'' consisting of two ``beads'' joined by a spring described by a vector of polymer elongation $R$. This vector is bounded in the ball $B(0,1)\subset\mathbb{R}^2$. The flow is governed by the system. \[ \begin{gathered} \frac{\partial u}{\partial t}-\Delta u+(u\cdot\nabla) u+\nabla p=\text{div}\,\tau,\quad \text{div}\,u=0, \\ \frac{\partial \psi}{\partial t}+(u\cdot\nabla) \psi=\text{div}_R[-\sigma(u)\cdot R\psi+\nabla_R\psi+\nabla_R\mathcal{U}\psi],\\ \tau_{ij}=\int\limits_B(R_i\nabla_j\mathcal{U})\psi dR, \\ u\Big|_{t=0}=u_0,\quad \psi\Big|_{t=0}=\psi_0,\\ (\nabla_R\psi+\nabla_R\mathcal{U}\psi)\cdot n=0\ \text{on}\ \partial B(0,1). \end{gathered} \] Here $u$ is the velocity of the polymeric liquid, $\psi(x,t,R)$ is the distribution function for the internal configuration, $p$ is the pressure, $\mathcal{U}=-k\log\left(1-|R|^2\right)$ is the potential with $k=const>0$, $\sigma(u)=\frac{\nabla u-(\nabla u)^T}{2}$, $\tau$ is an additional stress tensor, the density is given by $\rho=\int\limits_B\psi dR$. \par The fist result of the paper is that for the small initial data $(u_0,\psi_0)$ the solution of the problem satisfies to the inequality \[\Vert u\Vert_{L_2(\mathbb{R}^2)}\leq c(1+t)^{-\frac{1}{2}}\tag{1}\] On the base of this estimate the authors prove the inequality (1) for large initial data using the Littlewood-Paley decomposition.
