The author describes a global spectral method, using generalized fractional-order Legendre functions to approximate solutions of a fractional (in time and space) partial differential equation. Results of some numerical experiments are shown, but no additional theoretical insights are derived. The article contains some typos and inconsistencies that make some parts hard to read.
