      A topological manifold with effective topological action of a compact Lie group is of \textit{cohomogeneity} one if the orbit space is one-dimensional. These spaces were introduced by \textit{P. S. Mostert} [Ann. Math. (2) 65, 447--455 (1957; Zbl 0080.16702)]. They have been extensively studied in the smooth category. Topological manifolds of cohomogeniety one may not be homeomorphic to smooth manifolds, as originally thought. The principal result explains precisely how closed connected topological manifolds arise. The construction depends on whether the orbit space is a circle or an interval. The authors give a complete classification of simply connected topological cohomogeneity one manifolds of dimensions \(5\), \(6\), and \(7\) up to equivariant homeomorphism.
