    Solutions to the equation \(F(x, \sigma) = 0\) with unknown \(x\) and the parameter \(\sigma\) in the neighborhood of the solution \((x_\ast, \sigma_\ast)\) under the additional constraint \(x \in U\), where \(U\) is a closed convex set, are studied. Sufficient conditions for existence of an implicit function without prior assumption of the normalcy of point \(x_\ast\) are given. The obtained result is used to investigate the local solvability of controlled systems with mixed constraints. Remarks: The issue of the implicit function existence in a problem \(F(x,\sigma)=0\), \(x\in U\), in case when the Robinson regularity condition is not fulfilled, was carefully studied by Artyunov (in a series of papers [1--4] included in References) who assumed that the set \(U\) is a closed convex cone. This paper is a continuation of Artyunov's investigation. The authors generalize his results to the case when \(U\) is a closed convex set. Also the applications of this new fact to the local solvability of controlled systems is a generalization of the earlier result of Artyunov and Zhukovskii.
