      Consider the Wolff circular maximal function \[ M^{\delta}f(r) := \sup_{x} \frac{1}{| C^{\delta}(x,r) |} \int_{C^{\delta}(x,r)} | f |, \] where \(C^{\delta}(x,r)\) is the \(\delta\)-neighborhood of the circle centered at \(x\) of radius \(r\). \textit{T. Wolff} [Am. J. Math. 119, No. 5, 985--1026 (1997; Zbl 0892.52003)] proved that for each \(\varepsilon >0\) there exists a constants \(C_{\varepsilon}\) such that \[ \| M^{\delta}f \|_{L^3[1/2,1]} \leq C_{\varepsilon} \delta^{\varepsilon} \| f \|_{L^3({\mathbb R}^2)}. \] Let \(U\) be a neighborhood of \((a,b) \in {\mathbb R}^2 \times {\mathbb R}^2\) and let \(\Psi: U \to {\mathbb R}\) be smooth. Then the family of curves \(\Gamma(x,r) = \{y: \Psi(x,y)=r \}\) is said to satisfy the \textit{cinematic curvature} condition [\textit{C. D. Sogge}, Invent. Math. 104, No. 2, 349--376 (1991; Zbl 0754.35004)] provided \[ \nabla_y \Psi (a,b) \neq 0 \] and \[ \text{det} \Big( \nabla_x \begin{bmatrix} e \cdot \nabla_y \Psi(x,y) \\ e \cdot \nabla_y ( \frac{e \cdot \nabla_y \Psi(x,y)} {| \nabla_y \Psi(x,y) |} ) \end{bmatrix} \Big|_{(x,y) = (a,b)} \Big) \neq 0, \] where \(e\) is a unit vector orthogonal to \(\nabla_y \Psi(a,b)\). Let \(\Gamma^{\delta}(x,r)\) be the \(\delta\)-neighborhood of \(\Gamma\). Define \[ M^{\delta}_{\Psi} f(r) := \sup_{x \in U_1} \frac{1}{| \Gamma^{\delta}(x,r) |} \int_{\Gamma^{\delta}(x,r)} | f |, \] where \(U_1\) is a sufficiently small neighborhood of \(a\). \textit{L. Kolasa} and \textit{T. Wolff} [Pac. J. Math. 190, No. 1, 111--154 (1999; Zbl 1019.42013] proved that for any \(f\) supported in a sufficiently small neighborhood of \(b\), \[ \| M^{\delta}_{\Psi} f \|_{L^q[1/2,1]} \leq C_{p,q} \delta^{-\frac{1}{2}(\frac{3}{p} -1)} \| f \|_{L^p({\mathbb R}^2)}, \quad p< 8/3, q \leq 2p'. \] The author proves the following. Let \(\Psi\) be an algebraic function satisfying the cinematic curvature condition at \((a,b)\) and \(U_1\) be a sufficiently small neighborhood of \(a\). Then for all \(f\) supported in a sufficiently small neighborhood of \(b\) and for all \(\varepsilon >0\), there exists a constant \(C_{\varepsilon}\) depending only on \(\varepsilon\) and \(\Psi\) such that for all \(\delta >0\), \[ \| M^{\delta}_{\Psi} f \|_{L^3[1/2,1]} \leq C_{\varepsilon} \delta^{\varepsilon} \| f \|_{L^3({\mathbb R}^2)}. \]
