Let \(H\) be a separable Hilbert space, \(V\) be a family of mappings \(v(t),t\in T=[0,1].\) Consider the control system \[ \begin{cases} -\dot{x}(t)\in \partial\varphi(v)(x(t))+F(t,x(t))+B(t,x(t))u(t),\\ x(0)=x_0 \end{cases}\tag{1} \] with the control constraints \[ v\in V \tag{2} \] and \[ u(t)\in U(t,x(t)), \tag{3} \] where \(\partial\varphi(v)(x)\) denotes the subdifferential of \(\varphi(v)\) at the point \(x\in H.\) An element \((x,u,v)\) is called a solution of system (1) with conditions (2) and (3), if \(x\in W^{1,2}(T,H),x(0)=x_0,x(t)\in \text{dom} \partial\varphi(v), u\in L^2(T,Y),v\in V\) and inclusions (1) and (3) hold almost everywhere. Here \(Y\) is a separable reflexive Banach space. By \(B_{V,U}\) is denoted the set of solutions of system (1) with conditions (2) and (3). By \(B_{\overline{V},\overline{co}U}\) is denoted the set of solutions of system (1) with conditions \(v\in \overline{V},u(t)\in\overline{co}U(t,x(t)).\) On the sets \(B_{V,U}\) and \(B_{\overline{V},\overline{co}U}\) consider the problems \[ J(x,u,v)=\int_{T}g(t,x(t),u(t),v(t))dt\rightarrow \inf \tag{I} \] and \[ J^{**}(x,u,v)=\int_{T}g_{U}^{**}(t,x(t),u(t),v(t))dt\rightarrow \inf, \tag{II} \] respectively, where \(g(t,x,u,v)\) is a scalar function, \[ g_{U}(t,x,u,v)= \begin{cases} g(t,x,u,v),u\in U(t,x),\\ +\infty, x\notin U(t,x), \end{cases} \] and \(g_{U}^{**}(t,x,u,v)\) is second conjugate of the function \(u\rightarrow g_{U}(t,x,u,v).\) In this paper the following results are obtained: for any \(v\in \overline{V}\) the set \(B_{V,U}\) is not empty; the set \(B_{\overline{V},\overline{co}U}\) is compact and the equality \[ \overline{B_{V,U}}=B_{\overline{V},\overline{co}U} \] holds. Problem \((II)\) has a solution, and \[ \min_{(x,u,v)\in B_{\overline{V},\overline{co}U}} J^{**}(x,u,v)=\inf_{(x,u,v)\in B_{V,U}}J(x,u,v). \] Any minimizing sequence \((x_n,u_n,v_n),n=1,2,...\) of problem \((I)\) contains a subsequence \((x_{n_k},u_{n_k},v_{n_k}), k=1,2,...\) converging to a solution of problem \((II).\)
