    This paper deals with the exact controllability of unitary groups on Hilbert spaces with unbounded control operator. The main tool presented in this paper is the control transmutation method which can be seen as an adaptation to the theory of control of the kernel estimation method. The author provides a necessary and sufficient condition on the resolvent of the generator and the observation operator for exact observability. Moreover, the author proves that the controllability cost of systems under considerations is not changed by taking its tensor product with a system defined by a unitary group.
