The main result of this work is a density theorem in the form of a mean value for ``class number times regulator'' for quadratic extensions over function fields in one variable over a finite field of odd characteristic. The techniques are those of global zeta functions associated to prehomogeneous spaces, analogous to work in the number field setting by Datskovsky [\textit{M. Knopp}, (ed.) et al., A tribute to Emil Grosswald: number theory and related analysis. Providence, RI: American Mathematical Society. Contemp. Math. 143, 179--242 (1993; Zbl 0791.11058)]. The author reports that similar results are found in the 2001 Temple Univ. Ph.D. dissertation of A.-R. Ibrahim.
