      An attempt to clarify the relationship between Eulerian instability and Lagrangian instability using a decoupling of the Jacobi equation is offered. It is found an explicit counterexample to the hypothesis that negative curvature on the diffeomorphism group is responsible for exponential Lagrangian instability. Instead, it is concluded that only exponential Eulearian instability can create exponential Lagrangian instability. The techniques used in this paper for the simple cases where the two-dimensional fluid flow has only isolated nondegenerate stagnation points can also be applied to study stability in other norms.
