      The author proves the existence of solutions for the title problem in a bounded cylindrical domain without the axis of symmetry and with boundary slip conditions. Nevertheless, the solution must be close to an axially symmetric solution (in the review we omit the corresponding technical definitions). Using some decay estimates on the external force in weighted Sobolev spaces, the existence of solutions is established without restrictions on the magnitude of initial velocity, assuming only that the \(L_2\)-norm of the angular derivative of cylindrical components of initial velocity and external force are sufficiently small. The proof is essentially based on the authors' results presented in [Gakuto Int. Ser., Math. Sci. Appl. 21 (2004)].
