The Cheeger-Gromov theorem states that the space of Riemannian \(n\)-manifolds with Riemanian upper bounded curvature tensor, lower bounded volume, and upper bounded diameter is a compact space. The author proves that under more weaker conditions (in particular, if we replace Riemanian tensor by Ricci tensor), the space of manifolds admits isolating critical points and such a point is represented by an orbifold (i.e. by a singular manifold with prescribed type of singularities).
