      The authors consider nilpotent near-identity pseudogroups of order~\(m\geq 1\) of \(C^{2}\)-functions from an interval to \({\mathbb R}\). This means that there are finitely many maps, each of them sufficiently close to the identity, and their commutators of order at least~\(m\) equal the identity. If all these functions commute it is called an abelian pseudogroup, if all commutators commute it is called a metabelian pseudogroup. It is proved that every nilpotent near-identity pseudogroup is metabelian. Furthermore these pseudogroups are classified. Applying this result the authors classify certain foliations of nilpotent manifolds.
