      The authors derive general criteria for obtaining well-balanced numerical schemes for the shallow-water equations that employ a nodal expansion for their spatial derivative approximation. It is shown analytically and numerically that the resulting schemes preserve the ``lake at rest'' steady state. The consistency of the mimetic difference operators is proved analytically and the well-balanced property is demonstrated numerically using finite difference and radial basis function based finite differences schemes in the one and two-dimensional cases.
