This paper deals with the study of the frequency dispersion of the permittivity for a class of disordered Coulomb systems. The abstract setting corresponds to the presence of the one-particle Bose-Einstein condensate for the nuclei. The authors establish that the superconductivity of the nuclei exists in such a system. Moreover, the superconductivity appears in the Meissner effect for a weakly nonuniform low-frequency electromagnetic field. The study developed in this paper is motivated by the microscopic model for superfluid He-II, which is a system of neutral boson atoms with zero spin.
