The purpose of this paper is to formulate a model for estimating risk to a specified population by combining information gained in performing bioassay experiments in a laboratory with estimates of the frequencies of concentrations of dosages of several stimuli in the environment. The model formulated defines a mathematical foundation from which the usual spectrum of statistical estimators for risk can be directly developed, from which computer simulations can be designed and performed, and from which empirical hypotheses can be formulated. The model is based on simple probability concepts which are quite general; hence, the model has wider applicability than just environmental sciences.
