    Let \(\Sigma\) be a locally compact set of Hausdorff dimension \(n\) in \(\mathbb{R}^{n+ m}\) and \(\zeta_0\) a point of \(\Sigma\). Set \[ \theta(r, \zeta)= \inf_L \{\textstyle{{1\over r}} D[Z\cap B(r, \zeta), L\cap B(r, \zeta)]\}, \] where the infimum is taken over all \(n\)-planes containing \(\zeta\), and \(D\) is the Hausdorff distance. Set \[ \theta(r)= \sup\{\theta(r, \zeta); \zeta\in \Sigma\cap B(r, \zeta_0)\}. \] The author defines \((\delta, \varepsilon, R)\) condition at \(\xi_0\) by \(\int^R_0 {\theta(r)^2\over r} dr\leq \varepsilon^2\). It is shown that there exist \(\delta_0> 0\) and \(\varepsilon_0> 0\) depending only on \(n\), \(m\) such that if \(\Sigma\) satisfies \((\delta, \varepsilon, R)\) condition at \(\zeta_0\in \Sigma\), then there exists a bi-Lipschitz homeomorphism \(\tau: \Omega\to B(R/64, \zeta_0)\), where \(\Omega\) is an open domain in \(\mathbb{R}^n\). Moreover, \(\text{Lip } \tau\), \(\text{Lip } \tau^{- 1}\leq 1+ C(\delta+ \varepsilon)\), where \(C\) is a constant depending only on \(n\) and \(m\).
