The main results of this paper are: Theorem 1. Let \(f : T^2 \to T^2\) be a diffeomorphism homotopic to the identity map and let \(F : R^2 \to R^2\) be a lift of \(f\). Suppose that \(\text{int} (\rho(F)) \neq \emptyset\) and that \({p \over q} \in \text{int} (\rho(F)) \cap Q^2\) (where \(\rho (F)\) is the rotation set of \(F\) and \(p = (p_1, p_2) \in \mathbb{Z}^2\), \(q \in \mathbb{N}\) and \(p_1, p_2\) have no common factors). Then there exists a constant \(d \in \mathbb{N}\) such that \[ \lim_{n \to \infty} {1 \over n} \log \# \left \{x \in \text{Per}_{dn} (f) : \rho_x (F) = {p \over q} \right\} > 0. \] Furthermore, \(\# \{x \in \text{Per}_m (f) : \rho_x (F) = {p \over q}\} = 0\) if \(d\) does not divide \(m\). Theorem 2. Suppose that \(f\) is a homeomorphism of either the annulus \(A\) or the torus \(T^2\), homotopic to the identity map and let \(F\) be any lift of \(f\) to the universal cover. Suppose that \(\text{int} (\rho(F)) \neq \emptyset\). If \(\mu\) is any fully supported \(f\)-invariant probability measure then \(\rho_\mu \in \text{int} (\rho (F))\).
