    The author considers the steady self-propelled motion of a body in an incompressible linearly viscous fluid. Mathematically, this is an exterior problem for Navier-Stokes equations in a non-inertial frame with self-propelled conditions on the body surfaces. The solvability of the problem and the properties of corresponding solutions have been investigated by many authors under various simplifying assumptions. The aim of this paper is to investigate this problem in its full generality, and to address, in particular, the conditions under which the velocity distribution on the body surface is able to propel the body.
