    The author gives a necessary and sufficient condition on the nonnegative double sequences \({\mathcal U}(n_1,n_2)\) and \({\mathcal V}(n_1,n_2)\) for which there exists a constant \(C>0\) such that \[ \Biggl( \sum^\infty_{n_1= 0} \sum^\infty_{n_2= 0} ({\mathbf H}{\mathcal F})^q(n_1, n_2){\mathcal U}(n_1, n_2)\Biggr)^{1/q}\leq C\Biggl( \sum^\infty_{n_1= 0} \sum^\infty_{n_2= 0}{\mathcal F}^p(n_1,n_2){\mathcal V}(n_1, n_2)\Biggr)^{1/p} \] for all double sequences \({\mathcal F}(.,.)\geq 0\) and with \(1< p\leq q<\infty\), where \({\mathbf H}\) is the two-dimensional Hardy operator \[ ({\mathbf H}{\mathcal F})(n_1, n_2)= \sum^{n_1}_{i_1= 0} \sum^{n_2}_{i_2= 0}{\mathcal F}(i_1, i_2)\quad (n_1, n_2\in\mathbb{N}_0). \]
