    Let \(\Omega\) be a domain in \(\bar{\mathbb{C}}\) bounded by a finite number of piecewise-analytic curves \(\Gamma\). For a fixed point \(a\in\Omega\), let \(d\nu_a\) denote the harmonic measure of \(\Gamma\) with respect to the point \(a\). Let \(\mathcal{R}(\Omega)\) be the linear space of all rational functions on \(\bar{\mathbb{C}}\) with poles lying outside Clos \(\Omega\). Let \(P_+\) denote the Riesz projection. In the present paper, the author considers the two problems. The first problem that he is interested in is that of describing those finite positive measures \(d\mu\) on \(\Gamma\) for which the operator \(P_+\) can be extended as a bounded operator from a dense set in \(L_2\cap L_2(d\mu)\) onto the whole space \(L_2(d\mu)=L_2(\Gamma,d\mu)\). An equivalent question is for which measures is the angle in \(L_2(d\mu)\) between \(\mathcal{R}(\Omega)\) and \(L_2(d\mu)\cap(\mathcal{R}(\Omega))\frac 1{L_2}\) positive, where \((\mathcal{R}(\Omega))\frac 1{L_2}= (H^2(\Omega))\frac 1{L_2}\) is the orthogonal complement of \(\mathcal{R}(\Omega)\) in \(L_2(\Gamma,d\nu_a)\). The second problem is the problem on basis properties of reproducing kernels: when do the projections of the normalized reproducing kernels in \({H_+}^2(\Omega)\) at the points \(z_j\in\Omega\), \(j=1,2,...\), form the Riesz basis in the linear hull of reproducing kernels corresponding to another sequence of points \(t_1,t_2,...\in\Omega\)? The solution of the first problem is given as the analogue of the Helson-Szegő theorem. The author gives also an answer to the second question under consideration. Complete presentations of the main results of the paper are given in other papers of the author.
