      This paper is a continuation of the author's paper [J. Comput. Math. 16, No. 5, 457-480 (1998; Zbl 0921.65010)]. Now, the boundary penalty finite element method is applied to the special biharmonic equation \[ \Delta^2 u=\Biggl({\partial^2\over\partial r^2}+ {\partial^2\over\partial t^2}\Biggr)^2 u= f,\quad (r,t)\in \Omega \] on the unit square \(\Omega\). Theoretical results concerning the error analysis and numerical stability of the method are proved, and the results of some numerical tests are presented. The paper will be continued.
