Let \(S\) be a generic two-dimensional cone in \(R^4\), or more precisely a set of the form \[ \{ (\tau \Gamma(s), \tau): \tau \in \mathbb R, 1 < s < 2 \} \] where \(\Gamma: \mathbb R \to \mathbb R^3\) is a smooth curve with non-zero curvature and torsion (e.g. \(\Gamma(s) = (s,s^2,s^3)\) is a typical example). The author studies the Bochner-Riesz multipliers associated to \(S\), i.e., the multipliers whose symbol is a bump function adapted to a projective \(\delta\)-neighborhood of the cone \(S\) for some small \(\delta > 0\). The author shows (by a modification of an argument of Mockenhaupt) that this operator is bounded on \(L^4(R^4)\) with a norm which is bounded by some power of \(\log (1/\delta)\).
